Construction
of a Dairy Complex

Production of high-grade raw milk, as well as by-products (beef, crop production)

State support:
1) Provision of a land plot for lease without tender procedures in order to implement large-scale investment projects with the subsequent purchase option
2) Subsidy of equipment leasing:
-Up to 30% of the cost of equipment for agriculture and forestry, refrigerated trucks, trailers and semi-trailers for special purposes included in the register of the Ministry of Industry and Trade
-Up to 15% of the price of equipment for agriculture and forestry, refrigerated trucks, trailers and semi-trailers for special purposes that are not included in the register of the Ministry of Industry and Trade
3) Reimbursement of expenses for crop-engineering events
4) Subsidies for creating and modernizing of livestock complexes. During the construction of dairy complexes for 400 or more cows and (or) heifers and (or) 100 or more young female goats — reimbursement of up to 25% of costs; during the modernization of dairy complexes for 200 cows and (or) heifers and 100 young female goats – reimbursement of up to 25% of costs
5) Reimbursement of costs for construction of production facilities up to 50% (up to 5 million rubles)
6) Reimbursement of 50% of costs for infrastructure development
7) Subsidies for 1 kilogram of milk produced and sold. The calculated rate depends on the productivity of the dairy herd and the volume of milk sales (from 2 to 4 rubles.)
8) Subsidies of up to 40% of costs for forage machinery and equipment, equipment for farms of agricultural producers engaged in milk production
9) Subsidies to compensate up to 30% of costs for transporting agricultural and food products by rail, motor road and water transport to the borders of the Russian Federation
10) Obtaining soft short-term loans up to 5% aimed at the development of the livestock industry in the following sectors: for purchase of young farm animals, feed, veterinary preparations
11) Soft loans from the Ministry of Agriculture of Russia up to 5%

Economic feasibility:
– Availability of land plots to provide forage and placement of production and technical base: arable land – 220 thousand hectares, hayfields – 510 thousand hectares, 745 thousand hectares of pasture lands
– Availability of land plots to produce crop products and placement of production and technical base
– Demand for products. The shortage of milk in the Ural Federal District is more than 1.7 million tons, self-sufficiency is less than 90%
– Milk production in agricultural enterprises is 29% of the volume in the farms of all categories
– Inbound freights of milk and dairy products to the Kurgan Region is 48.1 thousand tons
– Presence of large companies of the dairy industry

Consumer segment:
1. Sales to small dealers, grocery stores for sale
2. Wholesale sales to a large processing enterprise
3.Self-processing of milk to produce dairy products: cottage cheese, butter, sour cream, kefir, etc.1
